European calls reshaping Italian SME strategy and internationalization
The flow of European calls is redefining the strategy of small and medium-sized enterprises and Italian startups. European calls bring together diverse resources and constraints that force clear choices between specialization, consortia and internationalization. This account gathers five relevant initiatives to explain how and why it makes sense to apply today.
When to go alone or build a consortium
The rules of the calls define the project format. The RENEW-BOOSTER call makes available 800,000 euros for SMEs active in photovoltaic, offshore wind and energy grids, with Strand A financing single companies up to 50,000 euros to bring the technology to TRL 8-9 and Strand B granting 10,000, 30,000 or 60,000 euros depending on maturity. These grant sizes steer the choice: a proposal for a consolidated technological product can enter Strand A alone. More challenging projects often require a consortium to cover diverse skills. According to junto, the defence call allocates 1,200,000 euros in total and up to 60,000 euros per entity. It favors those who integrate Large Language Models, multi-domain simulations and distributed artificial intelligence. In practice, defence funding rewards those who can combine modelling capability and experimental testing, not just an isolated prototype.
Successful SMEs balance product skills and a network of alliances. European calls reward projects with clear implementation plans.
The comparison between energy and defence highlights a political and operational point. Energy calls seek integration into industrial supply chains, while the defence call pushes for interoperability and testing in complex contexts. A startup is developing algorithms. It must decide whether to adapt the software to an industrial application or to experiment with it in simulation and command environments.
European calls as a lever for adopting artificial intelligence
Artificial intelligence is a recurring and transferable factor across sectors. The defence call explicitly includes the use of Large Language Models for mission planning, symbolic reasoning and human oversight. The same paradigm is a priority in the EIT Culture & Creativity call for responsible applications in content creation. Artificial intelligence thus becomes an enabling competence for different sectors, from military simulation to audiovisual production and textile design. EIT Culture & Creativity has a budget of 10.5 million euros, structures selection in two phases and grants 20,000 euros in the initial phase to develop a Business Development Plan, while the implementation phase can reach a maximum contribution of 900,000 euros.
Access to 20,000 euros for the commercial plan reduces market risk for those working on creative content. This funding facilitates the jump from prototype to TRL 9. The 60,000 euros per entity in the defence call serve those designing coordination systems for drones or autonomous vehicles. These funds allow verification of interoperability and safety in multi-domain scenarios. In this sense, the same technique, a trained and validated model, opens two paths. The paths are the cultural market and defensive experimentation, which have very different requirements and success metrics.
International funding, heat auctions and global horizons
Financial planning must take into account deadlines, eligibility and prize formats. Innowwide funds 70 projects with 60,000 euros each to test commercial feasibility outside Europe. It requires SMEs to have been incorporated for at least two years by 1 December 2024. The call also requires an independent local partner in the target market. These conditions turn due diligence into an operational obligation: contracts with foreign partners and a credible internationalization plan are needed. The deadline for Innowwide is 1 December 2026. RENEW-BOOSTER closes on 30 November 2026 and the defence call closes on 16 November 2026. EIT Culture & Creativity closes on 30 October 2026 and these dates make the application calendar crucial.
Upstream of competitive calls is the Innovation Fund Heat Auction. According to joint sources, the Innovation Fund puts 1 billion euros on the table. The funds are 100 million for low-temperature heat, 600 million for medium-temperature heat and 300 million for high-temperature heat. The auction offers a fixed prize for five years calculated on heat produced and emissions avoided. The auction includes a 25% bid bonus for projects that demonstrate flexibility or reduce pressure on the electricity grid. For those developing heat pumps, solar thermal or hybrid solutions, the form of support forces revenue modelling over the long term.
Operational criticalities and scenarios for Italian SMEs
The opportunities are concrete but uneven. Innowwide limits those who have already received funding from past calls and requires local partners, making participation more difficult for those new to internationalization. Cultural calls require TRL 7 as a prerequisite, while energy calls and the heat auction require industrial integration capacity and multi-year financial plans. Synchronizing deadlines and administrative requirements often weighs more than the technical quality of the pitch.
Those deciding today must evaluate three variables: time available for the application, consortium composition and the purpose of the funding. European calls favor applicants who build rapid alliances equipped with cross-cutting skills. They especially favor proposals that place artificial intelligence or simulation at their heart. The main challenge remains open: will Italian SMEs be able to turn these windows into lasting partnerships and real growth?
