Urban transition roadmap using HERIFORGE, FORTIS, DUT, NetZeroCities

La urban transition is the operational space where funding opportunities, intellectual property protection and technologies like XR and robotics intersect. This article explains how a founder can combine the HERIFORGE, FORTIS, DUT and NetZeroCities calls together with national incentives to create scalable urban projects. I name the urban transition because it links asset protection, technical demonstration and the capacity to influence public policy.

Putting rights and micro-funding at the center of the roadmap for the urban transition

The Italian State has allocated €32 million for 2026 in favor of SMEs: €20 million for Brevetti+, €10 million for Disegni+ and €2 million for Marchi+. The €32 million allocation incentives the enhancement of SMEs’ intangible assets. Registering a patent or a design increases a startup’s commercial credibility during contract negotiations and in selections for international consortia.

HERIFORGE funds XR prototypes for cultural heritage with an overall budget of €300,000. HERIFORGE will support up to 6 proposals. The maximum grant per project is €50,000. Using a €50,000 micro grant can accelerate a demo useful for a Protecting IP before applying makes it easier to outline an exploitation plan in FORTIS and DUT proposals.

Registering patents and designs supports credibility in international selections. National funds improve negotiating position in European consortia.

Designing prototypes that speak to different calls: XR, robotics and use cases

HERIFORGE requires applicants to be located in Cyprus, Poland or Turkey or to have local presence in those hubs, and provides technical mentoring for up to 6 months. A locally validated XR prototype is a strong argument in transnational partnerships. Local presence or staff resident in the hub regions often determines eligibility.

The FORTIS programme makes available €3,142,746.92 to integrate and transfer human-robot interaction technologies. The programme intends to fund at least 14 projects. The maximum grant per project in the main topic is up to €250,000. FORTIS requires proposals at TRL 4-5 aiming for TRL 7. Aiming for TRL 7 means having a clear roadmap to bring the prototype to A practical path is to build an XR prototype with ERGONOMICS and a user interface via HERIFORGE, then integrate sensors and robotic logic with FORTIS.

Building political and financial scale with DUT and NetZeroCities

The Driving Urban Transitions Call 2026 provides about €49 million for projects with indicative budgets between €1 and €2 million. Priority areas include the 15-Minute City, Circular Urban Economies and Positive Energy Districts. DUT rewards projects that combine research and operational experimentation in pilot cities. The pre-proposal for DUT is required by 17 November 2026.

NetZeroCities ECT2 is reserved for Mission Cities and offers €8 million for 22-month programmes, from 1 April 2027 to 31 January 2029. Funding ranges from €500,000 for a Mission City and a partner, to €1,500,000 for proposals with at least three Mission Cities. Projects with at least three Mission Cities receive €1,500,000 and better chances. Municipal leadership is required for both calls. Proposals must present evidence of impact on local heating, urban energy systems or building renovation.

Operational steps, practical criticalities and priorities for a founder who wants urban scale

Deadlines are close: HERIFORGE closes on 27 October 2026, FORTIS on 4 November 2026, DUT requires the pre-proposal by 17 November 2026 and NetZeroCities accepts applications until 3 December 2026. The tight deadlines require a work plan and clear roles in the team. Without defined roles there is a risk of submitting incomplete or ineligible applications.

From an operational point of view it is convenient to use national calls to complete IP registrations before the European submission. A founder can use HERIFORGE for a local XR prototype. A founder can use FORTIS to validate robotic components. Then the founder can exploit DUT or NetZeroCities for urban scaling and integration. Combining IP protection, micro grants for prototypes and multi-million calls creates a credible pipeline Attention, however, to different eligibility conditions. HERIFORGE requires local presence in the three hubs; FORTIS imposes consortia with at least one SME and TRL compliance. DUT obliges the local authority in the consortium; NetZeroCities accepts only Mission Cities as lead applicants.

A critical point concerns human resources and timing. Building local presence in the hubs of Cyprus, Poland or Turkey requires contracts or local staff. Building alliances with a Mission City requires political time and evidence of measurable benefit. Without local alliances a project loses access to key funding. Technology choices must also consider replicability. Agriculture, health, events and retail are sectors cited for FORTIS technology transfer.

The open question is which technological priority to secure first: XR interface, robotic platform or urban governance. The less romantic answer is pragmatic. Secure IP, obtain a demonstrable prototype with micro-funding and win at least one local administration willing to lead the urban transition. Only then can the demo become policy, an operational standard and a lasting infrastructure.
